Saigon (Ho Chi Minh City) was occupied, and Cochinchina was made a French colony in the 1860s.In 1873 the French occupied Hanoi, in Tonkin, for the first time.

Later on, in the 1880s, the French fought a military campaign against the Vietnamese and Chinese that resulted in them establishing a protectorate over both Tonkin and Annam.This account describes Hanoi and Haiphong as they were shortly before the establishment of complete French control over Vietnam. Around 1879, when these descriptions were written, the French already had a strong military presence in Tonkin. There were two well-defended French forts and a garrison of French troops in Haiphong.

Hanoi had a French settlement, and a French consul who was backed by a contingent of marines.
